Under the option "Bypass proxy server for local addresses" what's considered a local address? How is this determined? Does it go by IP subnet range? Does anyone know exactly how this logic works?

When i save a webpage to desktop it saves the files and the actual page. ( i have windows xp). if i delete the webpage files folder (which i never use and would actually like to stop them saving as well) the web page deletes itself as well.

Here is my problem. I can not clear out www.kbb.com from IE. It is not bookmarked, I clear the History the correct way, I un-checked all the auto-complete fields and everything like that.
