I can no longer read the title bar, the very top bar across Internet Explorer

I am unable to load websites from the address bar without first typing

I am having a trouble loading both google.com and yahoo.com.  Every other
website seems to be working just fine.  When i type in google.com, it tells
me that there is no website configured at this address and it is on this

the icon on desktop got lost and can't seem to find the correct one. whereas
I can right click it and clean out TIF files etc I want to reinstall it but
can't seem to do that either cause it just won't allow it to happen. The IE
opens fine but can't clean it out.

Would anyone know the way to rid my machine of this "AOL Toolbar" option. I
have deleted AOL off my computer, but this toolbar option remains. Example:
