I can no longer get ‘Folder Options’ from the drop-down menu from ‘Tools’.

Recently the following messages pops up when I click a link to a newspaper.
It stops me from seeing the website and the it reverts back to the last site

i have a web site and only on my computer does the main page not display the
links at the top of the page. in effect the top third of the page with the
important navigation links is not available. other computers display the
