I have an annoying ToolBar that I can't get rid of. It is a blue toobar located under the address bar. If I right click in the IE tool bar it shows the name as ucrststglch. How can I permantly get rid of it?

I am all of a sudden getting unwanted advertisements, not by pop-ups, but by IE being launched automatically every 10 minutes or so. The banner reads "4rd Party advertisement - Microsoft Internet Explorer". I can close
