I'm having a major problem with Internet  Explorer.  I'm on a high-latency
connection and after a couple of pages after IE is initially started it gets
really slow.  i.e. a 5k page takes over 5 minutes to load.
When IE starts getting slow I notice a flurry of TCP RST packets.
