If I click on an email link in an email or web page, it starts up Outlook, I

Yesterday, tried to send e-mail with two pictures having
.JPG extensions. There were direct from my digital camera,
not something I received from strangers.
But OE6 displays an alert

I could dowload large attachments with outlook express 6 (2 MBs plus).
Recently any attachment over 450 kb will either not open or stop at about
450 kb.
eg, a video clip will play up to about 450 kbs and then stops.

I backed up my old OE .dbx files, installed a new hard disk, had Windows XP
reinstalled and recreated OE account on the new hard drive. But, I can't find
any .dbx files on the hard disk! Did a search on the hard disk for .dbx files

This is weird. If I click on my at&t desk top logo I get the mail layout ok.
