configure the recycle bin to "Do not move files to the Recycle Bin. Remove

Recently my computer started rebooting everytime I click on the username to
take me into windows.  If I start in safe mode with networking I can get into
administrator.  I tried running the updates and it errors out.  I don't know
what else to try.

I am trying to use the backup utility that shipped with Windows XP-64
Professional. Windows on this Dell 470 64 bit computer is up to date,
service pack 2. When I try to run a normal backup, I get the following fail
