I have a older Toshiba laptop that refuses to boot up.

When trying to shutdown, whether through the START button,
or the Ctrl+Alt+Del Dialogue box, Win95 either hangs up in
the "Windows shutting down" screen, or more commonly just
reboots.

I am running win95 and my desktop is blank.  I do not see
the start button or any icons.  The wall paper is the
