Ive had quite a few problems since I had my computer

What commands do I need to reinstall 98 OS onto a cleaned
up hard drive (It has been reformatted etc.)I can get the
cpu to see the cd rom with the windows disc in it but it
doesnt self boot up to start the installation process. I
