My Secondary IDE Controller is disabled and when I enable
it Windows either locks up on reboot or I get an error

I use Windows 98SE and I bought an External CD-RW drive
that is compatible with 98SE. I've installed it correctly
and downloaded the newest drivers for my drive...but my
computer only reads it as a CD-ROM drive and not a CD-RW
