My computer is no longer recognizing the DVD-ROM and CD-RW

when windows boots it puts up the blue desktop screen and
the hourglass i can move the mouse but it is locked up

is it able to take a floopy disk from a Window 95 or 98
computer and use if with Linux to transfer files

Scan disk begins to check for errors, checks files then
folders then starts over! Defrag can get past checking for
errors!
