On occassion, Windows Explorer will slow down to a crawl if not freeze up totally. This usually occurs after moving many files and folders or deleting them. Short of rebooting, is there a way to prevent or correct his behavior? Win98

I went into Internet Explorer tonite to change some of the settings. I clicked on "Tools" and then "Options" and received a message that says: "This operation has been cancelled due to restrictions in effect on this computer.

When I startup the computer (Windows 98), the computer goes through the normal procedure, but I never get to my desktop, it just goes straight to the screensaver, and when I move the mouse, or hit the keys, nothing happens.
