Does anyone know of a nice freeware program that can converting long
filenames to short names? Not just reduce the length of all filenames, just
to convert long to maybe DOS-like length (~).

When I delete my recycle bin, by right clicking I get a
confirmation box that says: "Do you wish to delete these
251 files?"
