Can not boot windows (98 SE). Error is "Invalid System Disk; Replace...etc". When using a Startup disk, puts diagnostic tools on Drive D. Can not boot into SafeMode. When doing sys /c says there is no system on default

I can't use my control panel. i have a corrupted rundll32.exe. I have tried to restore from cabs and from win98se disc. says it can't find it. any way to download a non- corrupt rundll32.exe file ?
