regedit, and the error message reads "Registry Editing has
been disabled by your administrator."  Problem is, I
should be the administrator.

As I try to download various program updates online, I get

Win2k has an option to enable or disable "offline files"
under the My Computer/Tools/Options.    Does W98 have this
capability - if so, where 'tis??
