When I start or reboot my computer I get a message that says  MSHTA.EXE: missing.  I believe that this file missing is cause for some of the programs I use not working.  How do I get that file back?

I have been getting error messages when going to certain websites : "your
browser is not active x enabled" (or something to the same effect.)  So I
went into "tools"- "internet options" and clicked "enable" for all active x
entries. But still the webpages gave the same error message ...

i have a microsoft wheel mouse/optical and i cant find a
driver for it on the microsoft site?!  please advise where
i can find one.
