Where can I get an upgrade from Win 98 to Win 98 SE?

I am running Win 98 SE and "somehow" I lost my
international  keyboard files.  I have the WIN 98 SE CD
with the \add-ons\pws directory where the .kbd files are
to be located.  GONE!
