Attempting to reinstall Visioneer PaperPort 5.3 Software
for use with PaperPort 3100USB scanner.
The SHELL32.DLL file is linked to missing export
SHLWAPI.DLL:SHRegGetUSValueA.

I can't get into windows at all- it freezes at the
opening splash screen (safe mode does work).  I tried
getting a new hard drive and reinstalling windows on new
drive.  No dice, it still does exactly the same thing.  

I'm new here, and I dont know anything about computers, so
please bear with me.  I will try to be as specific as I
possibly can.

When I move the mouse or hit a key on the keyboard to wakeup from
standby the monitor stays black. I can hear the harddrive waking up but
the monitor just stays on standby. I have installed all the updated
drivers and patches for the videocard and still it does not fix it.
