message:Cannot open the file %systemroot%\help\window.chm

Why can't I get HTML files to open/convert when I download
a file?

No, I am not a doofis.  When I open a folder and go to the
file menu, there is no option to create a new folder (or a
new anything).  Ditto for right clicking.  Ditto for
windows explorer.  It was not always like this.  

Is there a way to make explorer.exe expand the D: drive
instead of the C: ?
