Is it posible to change the win 98 language from german
to english without a full install?

When I try to boot a computer that I've formatted , it appears the error:
"While initializing Device TEEFER Invalid VXD dynamic link call to device
number 28 service 800A"
What is the problem? I've reinstalled windows '98 and the problem continues.

I have some pics that I downloaded to a CD (can't find the
CD)and have since deleted the files and the recycle bin.
Is there a way to recover them???

I am not sure if my system is infected or not, but I ran Microsoft's Windows
update and applied the DICOM or some security fix, and
now I have lost my COM and EXE file associations.
I cannot run ANY EXE or COM file.  How do I restore these?

to take forever to open programs, mouse pointer jumps

When I check my computer with Norton Utilities Program
Integrity Scan I get a message that I have a missing
