I just downloaded MICROSOFT Security UPDATES. When ever I open a .EXE
program. I get the message "ILLEGAL OPERATION" occured. The details show a
page fault of <unknown>.

seems an odd name for a file.   I've tried searching with Google but the "
causes problems and every web page with a letter C turns up.
