My 7 yo PC with win98 had slowed dramatically and had total freezes where
even ctrl-alt-delete wouldn't work.I hadn't done a Scandisk or Defrag for
some time because an error message kept saying "something is writing to the
disk" during SD attempts.

I am trying to help a friend.
She purchased a Dell Lattitude C-610, that had been wiped to conform to
DOD (Gov) standards. This machine was built to run on XP (label listed
