Power on, fan runs, hard drive light on, but black screen. Quite awhile

I have Outlook Express lately I can not Send/Recv email a second time only
if I close Outlook Express and reopen. If I click the Send/Recv button it
the box comes up for a second and disappears.

I am running win98SE but with a mobo that is considerably newer.  I
have the energy saver in the bios set to stop the hard drive from
spinning after 15? minutes or so, but afaict, it never stops.

I have a spare computer with Win 98SE that I haven't used for quite some
time.  I recently attempted to fire her up only to discover that I've
completely forgotten my Administrator password.  I can't get past the Windows
login screen.

This desktop is unknown, had not been used for awhile.
Typically on turn on, get the bios error I will describe.
But on another turn on, it may boot into W98, displays normal desktop.
Not enough time to get into DM, etc., as had to reboot to enable mouse,
