I applied the latest service pack for internet explorer and now outlook express refuses to open with the message "Outlook Express cannot be started because MSOE.DLL could not be loaded". Anybody else experiencing

The Microsoft Windows Update page doesn't update anything on my computer. Tried this several months ago and again today, nothing. Left the dialog box up for 24 hours last time, nothing. How do I get it to update?
