OE won't open, message says MOSE.DLL not loaded, what happened?

I keep trying to start it, but it does not start downloading.  It just sits
there with no progress on download.  If I cancel out of it, it crashes
Explorer.
What setting in the firewall could cause this problem?  Maybe something

9When people send emails that have wmv or wav files, media player 9 opens but
the file won't play.  the error message mentions URL or something like that.  
All I want to do is see the video and listen to the clip!  What gives?

I have just reinstalled Windows 98SE on a computer and I am unable to open
jpegs in paint and in paint I do not have the option to save it as a jpeg.  
When I open a jpeg, I can view the picture but it will come up in IE instead.
