i've heard that windows can 'bloat' itself through use. if that's true, what files can i delete in the c\windows\temp dir, w/out messin up my computer? is it ok to delete ALL the files to save space?

I am trying to change the appearance of my computer from 640 x 480 and 16 colours to 800 x 600 and 16bit colour. When i do this the computer restarts but doesn't load up again.

SO far I have tried installing 3 different kind of USB Irda adapter from 3 different manufacturers indifferent hardware PCs all windows 98se upgraded to laterst microsoft. All the 3 Irda USB isntallationg behave differently.
