My system resources are showing 58% and sometimes as low as 15% when I have accessed multiple programs at a time. What is the best way to increase system resources and what % should it be showing for maximum performance?

Using Win 98SE I have 2 processor intensive programs running 24/7. The first has a priority setting of normal, the second has a setting of low. Is there any way to permanently change the priority setting of the second program to normal.
