My PC is suddenly running very slow, when I ctrl/alt/del I can see ixapplet running, I do not recall this being there a while ago. Is this a bonafide program to be running? I can not find any reference to it in msconfig. With so many viruses around

Defragmenter continues to start over. I'm not certain how to determine if any programs are running and how to disable them. Norton anti-virus has been disabled and screen saver changed to "none".
