I have downloaded but not installed an IE updated Scripting file from a MS knowledge base article link. Should I remove that? Also how does MS send Windows, Outlook and IE updates?

I'm getting an intermittant Fatal Exception OD at 0000:00000000 on startup. I'm running Windows 98 on a PII system. System boots up in safe mode, so I do not suspect a hardware issue. does anyone have any thoughts?
