I want to clean up windows 98 on my computer and re-load.
There's alot of garbage on it and I want to start fresh.
What do I need to do and how do I do it.?

This file has been in my Windows\Temp folder (Windows 98SE) for a long time,
but I can never get rid of it. I always get a message saying that access is
denied. What is it and how can I delete it? There are 0 bites in the file.
