I have a Win 98se computer that either hangs during the shutdown command and does not go beyond the "Windows is shutting down" screen or it restarts instead of shutting off. Does anyone have any idea as to how to fix this?

I have two problems, first, when I shut down, it will only go as far as "window is now shutting down", then I have to use the start up button. My second problem is it will go into slow motion, like when using the mouse, it will stop
