At startup, "cannnot find "fntldr.exe" followed by "could not load or run fntldr.exe as specified in the win.ini.file". System crashing alot could this be cause? Help?!?

My resources have been really low and causing my internet to be really slow. I've done major clean out of my computer and even kept the bare minimum in the start up. I've installed more RAM but the resources are still low.
