memory is been locked by the system as files open. it is then staying locked untill reboot, i have tried closing all files but the memory stays locked can any one help

I (still) have a WIN98SE computer PIII, running at 1.1 GHZ ; it has 128 MB of SDRAM 133 MHz. At this moment it works reasonably fine. Now I have the possibity to add 64 MB of extra memory from another old WIN98
