System freezes whenever I try to shut down or restart.

My computer LOVES to crash. I just recently re-formatted my HDD and
re-installed Win98, and the major programs on it are Paint Shop Pro 7The
Sims, Flash 5, Word 2k, RPG Maker 2003, Ad-aware 6.0, SpywareBlaster,
ZoneAlarm, and Trillian.
