It seems that (on XP at least) when the firewall opens up for a UDP
session, it opens it's local port to the entire world and not just for
the destination IP. The port stays exposed for the duration of the UDP

I've heard that if you have  network with router than you do not need a
firewall because hackers will only see your router and not your PCs.

The Tower PC (XP Pro SP2) running Windows Firewall can see and access the
Laptop.
The Laptop (XP Media Center with all updates) running Norton Firewall can
not access the Tower PC.
