Any suggestions for a software firewall for a w2003 server going to be used

I have Windows Live One Care and I turned it's firewall off because I prefer
to use Vista's firewall. About every day Vista's firewall shuts down. I
thinks it's because of Windows Live One Care but just don't know. Anyone
else had this problem?

from a specific server for a port-range of 1024-65565 (dynamic ports)
It seems that is not possible to set a range in XP firwall, eg 1024-65565 ?

My laptop runs on Windows XP SP2.  If the laptop is not to send or receive
emails from any POP3 email server, can the Windows Firewall be set to block
POP3 connection ??  I was checking out Windows Firewall a little bit to see

I have "pass through" setup for FTP (port 21) on our router. Passive-mode
ftp works but active mode ftp doesn't.
I don't follow why this would be so. Active-mode apparently has the ftp
'port' command where the ftp client specifies the IP and port for the ftp
