After initial boot-up, my System Resources are at 47%.  
They are reduced to 42% when I launch IE.  When I launch
Quicken Premier 2003, System Resources go down to 18%.

I always access this through the start button, then
programs.  Some how now it is not there.  Does anyone know
how I get it back?  I reloaded the software programs that
came with the computer and it is still not there.
