How do I fix an "install" problem with Windows ME14 Jan 2004 20:51 GMT1
While attempting to install Norton Internet Security 2004
the installation stoped after the "restart" happened.  
I've notice this in the past also with some other
software.  Symetic tech after diagnosing problem says

Attempting to reinstall Windows Me from the disk that came
with my computer (Dell disk is 'For the Reinstallation of
Windows Me')  I keep getting a message: SU0409 and
instructions to follow the information in hdblock.txt

I get an error message every time i start my Windows Me.
The error reads IPHLPAPL.DLL won't start properly. My
display only gose up to 16  colors and won't let me
change the size setting for my background.

I am trying to install my new digital camera through the
USB port but "Windows" keeps telling me I am missing the

For some reason when I attempt to fragment my "C" drive
it starts slow, goes to 1%, then 2% and then reverts back
to 0 and starts again at 1% then 2%, but does not go
