How to convert computer with windows-me to Spanish

Everytime I start windows ME i get an error message
stating <error> unknown, try restarting your computer.  It
will aslo not allow me to install new programs, as the cd

My problem is if I go to a web site that uses Adobe reader
my computer locks up. I can open Adobe fine when I first
turn on my computer but after I get on line & happen to go
to a site & see adobe acrobat start loading I cringe

I am attempting to reinstall software, specifically

program causes the cpu to run at 100% all the time which
causes my laptop to run very hot and have virtually no
battery life.  I've partially solved by disabling stimon
