My defrag wont work because the scandisk cannot finish due to running tasks. Well the only things in startup are explorer and systray and the quicklaunch toolbar is also not running. But, when i go to system information it shows

After rebooting from an improper shutdown, Scan Disk starts up (as it it supposed to) but an error appears that says that the file, "dskmaint.dll" cannot be found and is need to run Scan Disk.
