my mause does not control the curser; it appears that curser dangling around, and also when I type there is a delay between my typin and appearence of the characters on the screen. Any help what the problem is ?

I have a XP pro OS. I downloaded and installed the latest microsoft security updates, and when I restarted my computer there was suddenly a taskbar (like the ones inside folders) on the left side of the desktop. whatever I do I can't remove it

What does this mean? It comes up every time I try to reboot my computer. Then, my cursor doesn't move and/or my keyboard doesn't work, though both are initialized and detected.
