I can't run scandisk or defrag. I get a message saying that an unknown
program has the hard drive locked but nothing is running. How can I stop

For some reason restore will not function. It will not go

i can't startup ME, including in Safe Mode.  When i try
Step-By-Step Confirmation, it claims, "REGISTRY FILE WAS
