I have a Dell Inspiron 4000 laptop running Windows ME:  
there is one USB port on the back of it. Recently I had to

since then my Belkin 4 port USB has not been operating

CD ROM Drive continually ejects and goes back in. Imagine
how annoying this can be! Took the PC back to BestBuy, and
