i recieve this error and if i click to start over my
explorer goes away and, well i can not do anything.  can

The dial-up window, the one I use to start my telephone

My computer will no longer let me chose a homepage.  When
going into internet options and filling in a homepage,  it
will not keep it.  When you click on home or internet
explorer, it goes to a about blank page.  Can anyone help.
