I've got a PC with Windows ME on it. I'm trying to completely reformat to reload, since the machine was donated to our organization. The problem is I can't get the option to boot to command prompt only so I can format.

When I restart my computer after installing a program, it says "windows could not upgrade the file %1 from %2" and then it says "MSIEXEC.EXE file is linked to missing export MSI.DLL:222. And so it can't install the program. What

I am having the same problem as Nora & Bill G. And I, also, do not have a file WININT.INI. Your suggestion to run SCANREG /FIX does correct the problem until I try to install something else.
