I have a machine that came preinstalled w/ WinME. Is a rollback to Win2000 possible without creating damage to currently installed programs etc feasible. I know a clean install is always the best option, but again want to know if the rollback is possible.

A computer that I have been using was put together in Japan, and all pre-installed programs (eg, WinMe, Outlook Express, Internet Explorer, Windows Explorer) are in Japanese. Is there a way of changing the language to English?
