windows installer is not working. i get an error message every time i need to
install a program using it. the message says to contact support personnel,
so.. here i am. anyone know how to fix this? i've tried reinstalling it, but
i get a message saying that i already have it ...

Network Diagnostics on my Windows Me PC used to work just fine; however, it
has not functioned now for months.
I can start the Network Diagnostics (ND) utility using several methods

for some reason the disable system restore feature remains on.
Tried to remove the check mark and when I restart... the feature shows as
disabled. What settings have I got on that would keep the restore disabled?
