I want to copy a file to the desktop of logged in users (permanently). Can I
do this using group policy. I guess copying a file to the default user
profile is applicable to new users.

I'm having a nice windows vista pc here on the job but where working
on it with like 5 pll.
Standard it pops up my login when booting the pc and on the beatifull

Recently I moved users folder and created symlink C:\Users -> D:\Users.
Everything works flawlessly, except virtual store. It just behaves like
virtual store was disabled, older applications write directly to Program
Files. Does anyone know solution for this problem?

I think the Other User is added by Windows SteadyState. It is either
this or when an account is removed from the logon screen.
After you click it, in the username and password dialog box, you can
type the credentials for any user that is hidden from the logon screen
