No matter what I do, I cannot succesfully register these files. I have even
downloaded 3rd party "registering programs". I have placed the files in my
system32 folder, and have also tried  Run, regsvr32 protocol. Is this because
Vista is not supporting VB 6.0 ?  What alternatives ...

In XP I can go to properties of 'My Documents' and change the target so that
all of the contents of that pseudo (don't know its proper name) folder live
on a mapped network drive.
In Vista, I can do the same for individual folders within the 'Documents'

I tried to add some shortcuts to 'Send To', but am denied to access the
folder. This also seems to be an issue with some other user folders as well,
i.e. 'Application Data' & Local Settings. Is there some method or workaround
that will allow me access to these folders?

When I try to rename a folder, it says this folder does not exist. This is a
folder that I started as a "NEW FOLDER" and then try to rename it.
