Whenever I go to "Create Mail", I have the FORMATTING BAR like I've
selected.  However when REPLYING to an e-mail it's not there.  If I go

sent and I don't know the best way to do it, other than one way.  I have
Vista Home Premium and, therefore, Windows Mail.
I know I can drag-n-drop the existing email into the outgoing email and it
